This intersection sucks. Turn only lights are needed to direct traffic. Vehicles commonly use the right hand turn lane near the bus stop heading southbound on Congress to go straight through the intersection not only when a vehicle is in the left lane turning left but also when they're not, forcing a dangerous merging situation before parked cars across the intersection on Congress. There are no lane markings to indicate a merge across Howard Street on Congress. There are no lane markings on Congress before Howard indicating a turn only lane. Give the people some direction please, for the safety and sanity of us all.
