It was great when this lot was at least used for the Farmers Market but now it is just wasted space, gathering trash. Please make the owner sell it or use it. Even using as a parking lot again would be better as long as they keep it clean. They could charge a nominal fee to park (using the boxes where you put your money in a slot) and use the revenue to have someone clean it twice a week.

This lot is/was(?) owned by a developer that had plans to build a three story building. It had gone through design review last year. Now it has become a magnet for debris and dumping. Please contact the owners and have them clean up the lot on a consistent basis. It is dirty, overgrown and a magnet for more dumping.

Hello City Manager! Some community volunteers moved the dumped couch from the lot to the City's right-of-way so that it would become the City's responsibility to remove. Not the best solution, but one that worked! How about taking the lot by eminent domain to be returned to the community for a City parking lot? The parking garage was built downtown to improve the local economy. It worked. However, the City then removed the parking lot on Webster Street. If parking improves business on the East End, then it would also do so on the West End. The closure of the City parking lot at Webster and Taylor has caused and continues to cause harm. Please make return of this important resource your top priority.

Staff has been in contact with the property owner and the site is being cleaned up. Staff informed the property owner that they need to do a regular clean up every week.

Thank you. It looks like a truck hit one of the trees in the parking lot. Most of the tree is now down. There is all sorts of trash in the lot. It is an attractive nuisance. People are hanging out in the lot and the chain that was supposed to stop vehicles from entering the lot is broken. Can't the City obtain the lot by eminent domain and return it for use as a City parking lot? Downtown got a parking garage.

What is the enforcement mechanism? How is it (cleanup) enforced?

The property owner has voluntarily agreed to clean the property weekly and more often should the need arise.

The lot has not been cleaned up. It is dirtier than ever.

The City is monitoring the site regularly. Today a call was placed to the property manager and they will have someone out today to pick up the trash. In the future, please take current photos of the issue being reported so we can understand the extent of the problem.

We identified garbage on the site, but it did not appear "dirtier than ever." It could have been cleaned up between when you reported it and when we were able to check the site, but if you are able to take a photo and document the time, that would be helpful.

This is a pressing neighborhood problem that has lingered for years. The City of Alameda needs to address it. The community wants to see effective leadership in problem solving.

Gerstle--Could you post the name and address of the developer? Code enforcement has picked a winner, and it isn't you, or Alameda residents. This is standard behavior for Alameda Code Enforcement. If you post the developer's address I can take the appropriate action to end Code Enforcement's favoritism toward this developer. Code Enforcement is allowed to delete comments on SCF, and to retaliate against posters, so you can expect this comment to be quickly deleted. Please post the name and address of the developer even if you see this comment deleted.

Public Works and ACI are not responsible for cleaning up dumping on this lot, as it is private property. I very much appreciate the PW and ACI do pick up dumping on private property many times to mitigate the danger to the public, but let us be clear that it is solely the job of Alameda Code Enforcement, Greg McFann et al, to protect Alameda residents in this regard.

Conditions here are getting worse. The property is clearly posted "No Trespassing." Could there be better enforcement? Also, there are high weeds and trashed by the wooden fence of the adjacent residential property. The property is not being cleaned weekly as stated above.

Gerstle--Thank you for looking up the developer's name for me, I could have done it myself but figured you knew it off the top of your head. My action would be to write to the mayor and city council regarding this and other code enforcement issues that are not being addressed. This is a safety issue, particularly for disabled, elderly, and child residents and visitors.

Code Enforcement made contact with the property owner and gave them a short time period to rectify the situation. As of last week, the weeds were being cut.

Separately, the trash that was moved onto the sidewalk was picked up by ACI last week as well.

Please keep this issue open until the owner proves there is some ongoing cleanup every week, and/or the property is fenced as promised. Also, the owner should be paying for ACI to pick up the trash, not the city or other residents (through their garbage fees). (Although I appreciate the smart self-help actions of the residents who moved the dumped items to the sidewalk so Public Works and ACI would be able to pick them up under their guidelines. Good job residents, good job public works and ACI!)
Sarah Henry, would you please identify your position when you post here. As I understand it you do not work for Code Enforcement or Public Works.
One of the dangers to this kind of dumping and trash and attracting those who know they can use this uncleaned lot for a bathroom is a San Diego-side hepatitis outbreak, in addition to increasing the rat and vermin population, all of which cause more illness, death and additional disability for the disabled, elderly, and children, who have less immunity to hantavirus, leptospirosis, and hepatitis. The most vulnerable get sick first, and I have that directly from the county vector control agent who came out to try to get my landlord to get rid of the numerous rats in my basement and yard.

Thank KT and Gerstle for your concerns! I am a retired nurse and agree that the potential health hazards of this lot should not be downplayed.

Gerstle--you may have luck getting ongoing cleanup or fencing via the CleanWater workers at Public Works. The human waste and debris should not end up in the drains, and then in the bay. I emailed this SCF to them for you. Their emails are:

As of 2pm this afternoon the weeds have been cut and there is no trash on the property. There is no requirement for fencing. At this point in time the lot is code complaint and therefore the case is closed. Should additional violations occur the property owners will again be directed to remediate those violations.
