Issue: All of the Above
Enough is enough! If I reported a burglary, would a response of: "We came, and tidied up the furniture. Case closed" be satisfactory?
City Council members have to get the point that "Public Works has an illegal dumping team" or "We patrolled this area" (during daytime business hours) or "Officer has now been assigned to inspect the possible violation(s)" or "a case number has been assigned" do not FIX the problems reported here. They just clean up the mess -- and YES, our city employees do a great job of cleaning up the mess -- but they are just clearing a space for the dumpers, campers, vandals, and druggies to come back and commit the same crimes again, knowing that they face little or no prospect of apprehension or punishment for those crimes. We need proper interdisciplinary programs to apprehend the violators, and a triage system to provide:
* Care for those who are truly need it
* Education for those who are unknowingly doing the wrong thing, and
* Punishment for those who uncaringly, or for profit, defile or city, and the homes of its citizens.
If city management and senior staff do not understand or appreciate these needs, then they need urgently to be re-educated, or replaced.

I'm headed down to CSS tomorrow to talk about solutions to the "white bus", and I will ask for the stats on how many successful prosecutions iDeal Vallejo has had so far. That is if Officer Gomez will give me the information. Last time I asked it was a rather nebulous answer with no numbers, just potential cases in the pipeline. You are welcome to come down there with me and ask for yourself. Is that too lame of an excuse? Sorry but it's like trying to pull teeth...
Officer Gomez, what are the numbers here? Can you make an official statement here on this post?
Inquiring taxpayers would like to know......how is the program doing?
Have we seen a reduction of illegal dumping? Have we had a successful prosecution yet? I'll be asking you again tomorrow, please have some information, as I will be passing it along right here if you are not allowed to make a statement on SCF. Is there a post on the City Managers weekly report? Is there someplace else the information can be found?

I went to CSS this morning to talk about the white bus and iDeal Vallejo. So the registration on the bus is expiring or already expired. Christina and CSS have given about 9 citations to him at about $200 a pop. With all the fines unpaid he will most likely not be able to register it and then it can be towed and impounded. He has had more than 6 vehicles taken away by CSS over the years and his family gets another for him each time. With the codes the way they are it will be approximately March before CSS can tow & impound it. Christina is really doing everything within reason to remove the bus from our city.
ON DUMPING: I was also informed me that for the next six months every Tuesday a garbage truck will patrol the streets and when illegal dumping, shopping carts etc. are found the will immediately be thrown away. This is something new she is trying to curtail the piles of trash not reported here on SCF. They are also looking into the "shopping cart recovery" laws that requires stores to have a plan in place for stores to find and recover their carts. The current plan is not enforced and basically has no teeth.
SCF ANSWERS: And I also found out why we do not get "personalized" responses on issues. City staff are not allowed to make personalized comments and have been instructed to stick to the canned responses. She has gone out on a limb several times to add more information to some issues.
So I encourage anyone with more questions to go to CSS/Code Enforcement and speak with Christina or Officer Gomez, they are very receptive to questions, they just can't answer them here. But I can post what was discussed and anyone else can too. Always can find a "work-a-round" if we try.
