That's not quite right, Tom - at this point along Telegraph, the parking is offset from the curb (that meter applies to the black SUV, which is legally parked) and the bike lane is adjacent to the curb. The thin strip in between the two cars is actually a buffer zone so that legally parked cars' doors don't swing open into the bike lane.
But you raise a good point - maybe the curb itself should be painted red to indicate that curb-adjacent parking is illegal. I suspect it is not painted red because the city doesn't want to confuse drivers as to the legality of parking in the offset, legal space. Parking-protected bike lanes are a pretty new thing and maybe this is an aspect of their design that should be reevaluated.

This is what the bikeway looks like without any cars parked in it, showing the bike lane markings, hash marks in the buffer space, and green dashed paint at the intersections. The vast majority of drivers are parking in the floatin spaces correctly, with just a small percentage still entering and stopping in the bikeway, whether knowingly or unknowingly.
As opposed to more ticketing, it would be great for the city to move forward on their plan to install flex posts in the buffer space between the parking and bike lane, planters in the tan “no parking” areas, and signage along the street explaining the floating parking. We have been hearing from staff about these plans for many months, but they have still not yet been implemented and misuse of the bike space and “no parking” spaces has continued in the meantime.
