It's awful, scary, and unnecessary. I;m in the area alot to teach at Artspace, substitute at Moore Square. It's a blight. Just up the road near the governor's place-spotless. Would McCory put up with this if his office was in the middle of Moore Square??

I been in several large city over the past 4 yr things like this must be cleaned up Yes we have homless but they do need a shelter that is open and can give them the things they need /as in place to clean up and get ready to look for a job!! , But they also in turn need to want to help them self. Most here in the square just want the free hand out ,I had a friend offer a few last fall if they wanted a PT job and the answer was no way , SO as I said People have to want to help them self .Some do but the one that are always in the same place (as if you work in the area you know who they are) It just to easy ti ask and things be handle.I heard the Misson may be moving ?? is that true. That would be the Best thing for the downtown area , ???

TRaleigh Police Department has responded to this concern. An alert was received about the van next to Moore Square today at 1006. Immediately, an officer was sent to check on the van and the parking space was paid for contrary to the comments posted.

We need to start making the people who bring the food in these environmentally unfriendly containers come and clean them up after they are thrown on the ground, and make them pick up all the chicken bones so tax paying citizens walking their dogs don't have to worry about that. Better yet, let's get a petition to make Russell Allen, City Manager, start cleaning up the park on Saturday mornings as a condition of his employment until this is resolved.

I agree with RH!!! Here here. Get Russel Allen out there cleaning up on Saturday mornings. He sure ain't doing anything else for this City.

We really should make a place in Southeast Raleigh for people like this to go so they can be with people like them. Nobody wants to see this sort of thing, and it really can ruin a nice night out having drinks and dinner when you have to see people like this. The City should create a space in Southeast Raleigh. Can you really imagine people paying $2000/month for these new apartments to go up near Moore Square if they have to see people like this. Disgusting.

Having a place to live is more important than COR's precious trees !!

COR needs to deal with these larger issues: Homelessness (by allowing for MORE dense housing zones with a minimum of 1,000 people per acre **) and dealing with Vagrancy and Loitering by passing restrictive city ordinances outlawing (or at a minimum severely restricting it) Vagrancy and Loitering (by restricting where and when people without a valid place to live can be by the time of day and/or type of zoning)

** There is a lot of department stores / supermarkets where if encouraged by COR apartments could be built above them to increase the housing stock within COR

Could COR get some bathrooms and shower facilities for these folks who are living in Moore Square? Maybe the church people who bring food down there, would be interested in providing bathrooms, We can't arrest everything that bothers us. There must be a better solution than what I see down there now.

Some large citys (like Orlando FL I know ) built a large shelter and the homeless came sleep/shower leave> Last i heard it was still working for the area of the city, Sad to say most of the do good church folks only want to come help then leave most do it to feel good and say see what I have done. you know, not all homeless people want handouts. yes a lot of homeless hang out at moore square, as do they at the local libraries, esp men, because there is no day shelter for men , unless you have a substance abuse issue, or use the mission...but what if you are not a substance abuser or christian? your only option is the wilmington street shelter, which with the exception of holidays and the weekends, is not open to residents from 8 am to 2:30 pm. again, i will be the first to agree there are a lot of people who do just want handouts...but on the same token, there are those who don't. you can't lump the homeless together as a group. especially since doreathea dix closed, when that happened a lot of people with mental issues were turned out on the street with no place to go except for an already overloaded shelter. the wilmington street shelter turns away dozens, if not more people every night because they simply do not have the capacity to accomodate all these people. and as far as helping people, outside of offering a bed...the shelter does not do much either, if you dont get or are not trying to get Social security, or are a vet, or a felon, there is not much they can do for you...one of the biggest issues is transportaion....telling somoeone to find a job is all well and good...but than how do you go from south wilmington street to say...the 4000 block of capital? walk? and what does that do for your presentability when you get there? esp during the summer months.i agree, something does need to be done! but trying to hide the homeless isnt the answer.

COR, that is the PROBLEM, you (COR) could pass more restrictive anti-loitering and anti-vagrancy ordinances to more effectively fight this problem

While SCF is a great way to submit problems, issues of this nature may better be resolved via direct communication with the city council. Specifically members on the Law and Public Safety Committee: John.Odom@raleighnc.gov, mary-ann.baldwin@raleighnc.gov, randall.stagner@raleighnc.gov, nancy.mcfarlane@raleighnc.gov. Photos also provide a nice touch when it's a public-facing issue. Make a point that if the Council members were able to control tiny Moore Square more people may be in favor of a larger park in Raleigh. That seems to be a hot topic right now and may receive some action.

That's your solution, throw poor people and homeless people into jail??? Why don't you just bring back the workhouse. Let's have a return to good old Dickensian values. Shame there aren't any colonies we can ship them off to. People like you are the problem, do you realize that??

to respond to mary specifically: while i mentioned that yes, there are people who don't want to change their life, and are for whatever reason content to be homeless, not all are, what do you suggest we do with the mentally ill who have no place to go and cannot work? or the disabled? are you going to open your home to them? sponsor a day center for them? instead of writing more laws , we should maybe think about finding a way to offer a day center so these people will have some place to go. also: how can you pass an anti-loitering law on a park, which by nature is supposed to be open to the public, including those without a home, during its hours of operation. are you going to say, anyone can stay there as long as they want as long as they have a home? is that just? and some final food for thought for you mary: what would you do if you lost your income and savings?

i agree with that whole heartedly!!. we needed that facility, and likewise we need to clean up our parks, but making antiloitering laws for people who are just sitting in the park during its hours of operation isnt the way, it defeats the purpose of the park. if the city has the manpower...maybe a substation there? to get rid of the homeless that are just looking for a handout. as it stands, a person can get a permit to beg, maybe eliminate that option as well?

This is an issue that can only be dealt with with an increased social net

SCF is just an administrative tool for getting issues forwarded to the appropriate city staff. SCF is for issues like potholes, trash on the greenway, or a speeding bus since these can be forwarded to the appropriate staff, and addressed. If you want a response like a better location for the homeless, or laws against sleeping in cars, you should contact charitable organizations (like churches or the nonprofits) or politicians (like the governor or city council).
