If I had to guess from looking at the photo, it looks like someone saw the bike on the sidewalk and took matters into his/her own hands. S/he shouldn't have put it on private property, of course. But I think it's pretty clear that people are becoming increasingly frustrated, which is understandable. Unfortunately, people are probably increasingly going to start taking matters into their own hands. Things like this will be the inevitable result. The whole thing, especially the lack of a response from city leaders to the problems with this program, is unfortunate.
