The night stands really tie the place together.
It's a homeless encampment that has been going on for more than 2 months and getting worse by the day. It's been extremely difficult to get anyone from the city to acknowledge the problem let alone do anything about it and I've been trying. Some outreach workers came out the other day to talk with the people—there are 3 or 4 of them in there—but it looked like they refused services. So hopefully something is in the works to clear it out but I haven't been able to get anyone from the city to confirm that or get any sort of timeline. Frustrating.

I received a response from Joe DeVries, Assistant to the City Administrator;
"It’s an encampment, our outreach team attempted to offer services but were not well received. The encamped also prevented city staff from conducting some routine maintenance work and therefore the encampment has been added to the meeting agenda for discussion at the next Encampment Management Team meeting this Friday. We are scheduling operations out a couple weeks right now so it will take some time but it is on our radar."

I have been on travel for business, seeing comments on our local nextdoor site and saw first hand this site yesterday.
We live and work hard, pay taxes in our neighborhood. As hard working citizens of Alameda County we are a majority, our city officials should support us.
It is appalling the city condones this. I do understand there are many groups putting in great effort to resolve this problem and I have seen improvements. When these loitering camps start immediate action needs to be taken.
As I understand it the people in this encampment were offered assistance and refused assistant and they haven’t moved on then Arrest them!

Thanks CC and everyone else for the support. As you may have seen from the NextDoor post, I'm trying to put some pressure on the city to deal with it--they'll be meeting to determine the next course of action on Friday. I'd imagine it will only help spur them along if they hear from concerned neighbors beforehand. Below is a list of people to email if you have time and inclination:

They told me that this site is not on the schedule for today so it will not be cleaned up this weekend. It has to go through the homeless division who handles the people and the cleanup.
A new schedule will be released on Monday and we can check the website Oaklandhomelessresponse.com
for the next schedule that will be released. You can go to the bottom of the page for the schedule link.
As of 1 pm today the cleanup for today was marked as ‘clear and clean’. So what are they doing the rest of today?
As long as the city takes so long to respond to this issue there is no incentive for the inhabitants not to setup camp and stay for a while. If they only have to move every month or two it is worth it. But if the city’s response was within a day or two it wouldn’t be worth it to gather everything up and move on. And also less likely to grow to such a size where the cleanup is monumental.

Hi all, just to give everyone an update. The city has put this on their Homeless Encampment schedule for this Friday Nov 2. Here's the link: http://www2.oaklandnet.com/oakca1/groups/pwa/documents/memorandum/oak068793.pdf
It's scheduled for a "clean and clear" in which they tell the guy to step away and they clean and clear his stuff out--but he's welcome to re-encamp afterwards. I'm still unclear on exactly what this means: Is all his stuff is going to be cleared out, and even if it is, if he's allowed to just bring it all back after the fact?
I guess we''ll see, but I will be monitoring closely what happens on Friday and I'd recommend anyone else who is concerned to do the same. If it's not cleared out and cleaned to a satisfactory level it's on us to keep the pressure on the city to do so and the only way that's going to happen is if we keep emailing the relevant people below:

As an aside, I don't even think the guy sleeps there or is there more than 50% of the time. He comes in the morning with his van to check on it and comes back periodically through the day, so I think it's effectively just a dumping/storage area. I'm not sure if that changes the city's approach but it's probably worth bringing up.
