I doubt if this post will be seen by the right city department that can help you and I would not talk to the owner because you do not know how people may react today. Also after talking to the neighbor if nothing thing is done and you call the city they will know you were the one who called. Your best bet is to call animal control 203 946-8110. You can't just post and hope something is done. Many city departments do not monitor this site on regular basis.

New Haven residents may keep up to 4 hens in their backyards but, they are not allowed roosters. These regulations appear and are part of the New Haven Zoning Ordinances. We spoke to our landlord and he addressed the problem with the neighbor. All of the roosters are finally gone and we are so grateful. Thank you for the willingness to address this matter, however!
