I have been dealing with this same problem for 1 year. The same complaint: My neighbor has been harassing me, which started with dropping things over my head wherever I sit. It has gone to throwing things at the wall at night, following me from one room to the other, and now just plainly walking around banging randomly with what sounds like a hammer. I have made numerous complaints to the landlord, which the manager speaks to her and she comes back with even more drama. This has gotten me to the point where I just want to leave but I can't afford it. Can someone help? This is HARASSMENT, but when i call the police they said its nothing they can do about it.

Holy moly, this sounds like a very serious situation, but I'm wondering if there is more information about this conflict which might be missing from the description above. I've seen complaints like this in the past and it appears we are only getting one side of the story.
How is your neighbor dropping things over your head wherever you sit? Is she inside your apartment? Also, why would your neighbor want to do that? What would she gain from that kind of behavior? And how is she following you from one room to another? Have you let her enter your apartment? Is it possible, there is another reason for this conflict which you have chosen not to reveal?
I find it difficult to believe that your neighbor would maliciously harass you without any provocation. Also, if the way you have described the level of harassment is accurate, the police would never tell you there is nothing they can do about it. There is definitely some information missing from the way this issue has been described.
