My suggestions
Issue a warning via newspaper,television, radio, social media and other means that it will not be tolerated this year.
Ask the general public when they see someone riding one to report by phone to public safety 203 946-6316.
Ask the public to report anonymously by phone the address by phone if they know where they are being stored. You do not want to post via See Click Fix because if seen the bikes may be removed.
When someone is caught publicize it.

In order to provide more notice and accommodate more people, this meeting has been moved to next Tuesday March 26th from 6:00 - 8:00 PM. The meeting will take place in the Hearing Room at 200 Orange Street. We appreciate your interest in attending.
