Traffic lights are always down\blinking red light almost every time after a period of heavy rain. Cars are required to proceed like we on approaching a stop signs. This causes heavy traffic in this intersection and through the tunnel that goes towards San Leandro. Heavy traffic in the tunnel is a safety hazard. Please send someone out to see if this is a ongoing electrical problem with the traffic lights.
