I originally reported this issue here: https://seeclickfix.com/issues/5512258 however it was fraudulently closed by Lieutenant Jeff Emmitt in order to sweep the issue under the rug, and then the site automatically archived it making it impossible for me to re-open or comment on the issue. Therefore I have to re-submit the same issue all over again (and will probably have to do this several more times since APD will probably just keep fake-closing it like they do all our other requests on this site):
constantly barking dog, german shepard left abandoned in back yard almost 24 hours a day every day. dog barks loudly at random times throughout day and night, including at odd hours of the night like 3 am. This morning has been barking sporadically since around 9 am (it is now 11:38 AM). This has happened so many times this past year that I've honestly lost count of how many nights of sleep ive lost because of this barking dog. Countless complaints made to the useless Alameda Animal Services but the animal control officer refuses to take action and wont accept video recordings of barking as proof. in other words, the dog has to be b arking at the exact moment that animal control officer arrives. if they stop for even 5 minutes, if the officer was there during that time they will write it off and not do anything about it. because of alameda's worthless and corrupt animal services protocol to refuse to accept video evidence of barking (which is normally accepted in virtually every other city in the us), the degenerate and irresponsible owner of this dog has been permitted to neglect their animal and cause a nuisance to the neighborhood by having it bark every day with total impunity for over a year straight.
As of Saturday, June 30th, 2019, the problem is still not resolved. APD and animal services have done absolutely nothing to abate the problem.

Dog at 1362 broadway was barking loudly again this morning at around 8 AM. It was audible half a block away through closed double pane windows.

Friday, October 4th, 2019. The loud barking dog at 1362 Broadway started barking again early this morning, I believe around 7 AM. At 8 AM the dog was still barking sporadically and it was keeping me and my girlfriend awake and interfering with our ability to get our full 8 hours of sleep.

I called APD to file a barking dog complaint. I am confident that nothing happened to the owner and that they are still not cited to this day. They probably never will get cited and we will probably have to continue listening to the barking daily forever.

An animal control officer responded today. The officer reported the following, "Went out as first call this morning. Stayed on scene for ten minutes and it was all quiet the entire time."
I listened to the video you uploaded to Youtube. We will continue to respond to calls for service and take appropriate action.

I've already brought this up to the city before but they ignored me...
The problem is that we only have one animal control officer serving a city of 79,000 people, and the only way a bad dog owner can be cited is if that animal control officer personally witnesses the barking for 10 consecutive minutes.
By the time the officer responds to these calls the barking has usually already stopped, and they do not stay around long enough to observe the next barking episode if the dog pauses for 10 minutes or more between barking eruptions.
This is a serious loophole that can be easily exploited by any bad dog owner in alameda to get away with violating the municipal code. I know that there are currently multiple such dog owners living in Alameda exploiting this flaw.
The city government could easily solve this problem by amending the current legislation to make it possible for AAS to cite a bad dog owner if they are provided with video evidence of the nuisance and there is no reasonable doubt about the validity of the video. If the video doesn't show signs of doctoring then it should be accepted as evidence to get the owner cited.
Sadly, the city refuses to amend the legislation or even acknowledge my perfectly reasonable request to make this amendment. They won't even acknowledge what a huge problem it is to have only one animal control officer serving an entire city of 79,000, with a limited schedule and no way to cite bad dog owners unless they personally witness the barking for 10 minutes in a row.
This is a huge problem and countless Alamedans suffer because of this loophole.

The dog sounds very distressed and keeps whining inbetween barks. This neglected animal is left abandoned in the back yard of this address daily all day. The owner is a complete degenerate.

Had to make a new account because the deranged censorship n.4.z.i.s who run this site once again randomly put yet another nonsensical automatic censor on my account for no apparent reason, so I can no longer use the site from it. Every comment I post from that account now becomes "Content blocked by rejections." This is not the first time they've done this to me; they are doing to suppress and censor me and prevent me from exposing what a corrupt and worthless city government we have on this website where the whole world can see it.
Anyway, the dog is still barking daily with no end in sight. The dog woke us up early this morning at around 6:50 AM barking loudly. I called the police to report it, but as usual nothing happened. The dog probably wasn't barking by the time they finally showed up (if they even bothered to show up at all). Even if it was, chances are that animal control officer Alaina Onesko just didn't care and didn't bother citing them, like the myriad times she arrived at 2614 Central Ave, heard my neighbors dogs barking and still refused to cite them.
At 10:45 AM the dog started barking again

Tuesday, November 19th. 12:41 PM. The dog is still barking loudly. It's been barking loudly all day every day since my last comment posted here on the 14th. There has been no change and no end to the barking.
