despite traffic stopped from other directions, a red hand stops pedestrians from walking across elm street about 2/3rds of the time that they could safely walk.
this signal needs to be timed so that pedestrians don't sit idle while they could be crossing the street.

Why is this not a no Turn on Red?

since right turns are allowed here, cars generally do not stop or even slow down, they just look right past whomever may be crossing, and down the street instead to quickly turn.
i absolutely think this should be no turn on red, and when traffic is stopped on elm, people should be able to cross the entire time.
