This is definitely a problem. Is this because turn on red is allowed here?
Why is this not a no Turn on Red?

since right turns are allowed here, cars generally do not stop or even slow down, they just look right past whomever may be crossing, and down the street instead to quickly turn.

i absolutely think this should be no turn on red, and when traffic is stopped on elm, people should be able to cross the entire time.

Wasn't a pedestrian killed here recently? I think we need to move beyond inspecting this and actually changing it ASAP.

Vehicles can legally turn right from Elm St to State St at this location, therefore, there is a period of time when the eastbound approach at Elm St is red and the pedestrian signal phase remains in the non-walking phase.
