Maybe it falls under the insurance deductible. As far as what does this image says for New Haven, there are many other things that effects the image of New Haven in a worse way, for example crime, potholes, rundown buildings, and trash.

Agreed and we send the message to the next generation they shouldn’t expect much and be satisfied with broken fences at their schools etc. A real shame.
