Susan, this is under the jurisdiction of CalTrans, not the city of Vallejo. Go to CalTrans website, District 4 to report.

It wouldn't be a problem if VPD and Sheriff would enforce No Loitering signs posted in the area. I had to chase 2 homeless smoking crack or something from out of the front of my business less than 30 minutes ago.

The City / County has established a committee that notifies the authority in charge i.e., cal trans; RR; and other authorities like on easements. By all means, do forward.
