John, crossing midblock as a pedestrian is only illegal when both of the nearest intersections are controlled by a traffic light. So, here on Market it’s fine.
The purple painted areas were installed in part to prevent drivers from parking at red curbed areas designed to preserve sight lines between drivers and pedestrians in the crosswalks, with a special priority at the school crossings here. When people park in spaces not designed for parking then it creates potential traffic safety issues, for multiple reasons.
Oakland has a pilot program to temporarily convert some curbside parking spaces to short term loading zones during the stay at home order period, so as to provide a safe and legal space for increased delivery driver traffic to make pick ups. This seems like it may be a good solution at this spot.
