Please focus first on this kind of issue which is on public property. And keep an eye out to see that the problem is corrected. Civic duty starts with dealing with such activity as illegal dumping, littering, abandoned cars, graffiti, etc.
The maintenance problems at the high school should be addressed with the school district's maintenance dept. (indicated in 2 earlier posts).
