I can't re-open but think that you can (if not let me know I will see if its something in backend settings).
Will forward to the telecommunications companies again (when FD clears on a call to 203-946-6316 they refer to the relevant utility). Unfortunately the City can not modify utility infrastructure and has no regulatory or enforcement powers on Utilities. We can just lean upon relationships and they are often more responsive to customers than us. The enforcement and regulatory powers rests with PURA - we have met with PURA and DEEP to underscore challenges like this.
911 calls do take priority, that is why the non-emergency line exists. Non-emergency safety issues can and should be called into the non-emergency line. FD is dispatched as available as they are qualified to determine the level of hazard (energized, non-energized etc) and triage appropriately. Our new NHFD - Wires category helps to reinforce that and make sure wires get routed appropriately. I'm clearing up this category until a position vacant due to retirement is filled trying to stay on top of the new and sort out the old but don't have much time to devote.

No. The wires are hanging lower than ever. I reported it back in January to the number XYZ provided but nothing ever got done about it.
