I hope these people are fined and it is put in the newspaper if this was not a schedule trash pickup. Yes, I think it was the people who live at this address because if not they would have called the city and complain. So lets fine and publicize to the get the message out that if you do not want something you do not put out it in front of house for days and hope someone drives by and wants your discarded items. I would like to know the outcome of this.
