This is hardly filthy, it looks like a resident with kids and without much disposable income for a nice fence. That's hardly punishable. There are much bigger issues to focus on.

Tired of slumlords not taking responsibilities for their property. And by the way I am a Fair Haven resident! Do a little more research before commenting please. Thank you!
