I tried calling the non-emergency line and was disconnected several times.This happens often. I just gave up and let the crime occur while I watched.
Calls to Mr Bisco are a waste he just boasts how he is such a doer and implements new procedures (none which he can elaborate on) . He has 45 minutes to puff his greatness for a simple 3 minute complaint but doesn't actually do anything. He answers to Michael Carter that's why he can let the communications dept hang up on people and he doesn't care. This is a dangerous game the City is playing with Police Department. District Managers are aware of and not very sympathetic to the incompetence of this Department and want change.
Calls to the Alders who are investigating communications go unanswered.

@ Jim and what number would that be?? ...911 does the same thing...its the same people. same department, same results...
@xyz The Mayor's office just directs me to Mr. Carter. Michael Carter (after leaving messages for him for 4 months) finally returns my call but he wouldn't let me speak, spoke at me, refused to come to a public meeting and then hung up on me, just like 911...anyone see a pattern ???
If I spoke to him like that at City Hall I would have been arrested. That policy works both ways.
