sarah, that is true, but many of our sidewalks do not exhibit this problem (for example the remaining stretch of sidewalk in the picture).
Pooling like this crops up when things have gone wrong whether through settling or bad design/engineering or whatever else. Identifying these problematic locations is the first step in rectifying the problems.
Over 20% of Burlingtonians walk to work*, it is imperative that we maintain our sidewalks such that they can do so safely and comfortably, along with everyone else who also use our sidewalks to get around.
