Northbound and Southbound on I-215. There is an overpass just to the North of the California Avenue exit where the transition seams are extremely bad. This would be in all lanes both going south and north. Please see what you can do about this. It is so bad it could damage front ends on cars and make them loose control of the vehicle.

I am sure that we understand that these types of bridges are prone to this type of issue and that these sections of I-215 are due for a complete overhaul in the distant future.
What this case is addressing is the severity of the current condition. It is really bad. Has the area at the site been surveyed or analyzed by UDOT? If not, will someone from UDOT please do this? Surely this is out of the ordinary variations to have such and extremely tall edge protruding up on the freeway in both directions.
Though, let's approach this from the supposition that it currently doesn't require any temporary repair...then, under what conditions would a roadway warrant an emergency repair? I would submit to UDOT that it is in that condition now.
I would kindly request that this be analyzed, observed, or just have an engineer just drive over this section at freeway or near freeway speeds, the level of severity will quickly become apparent.

I have spoken with our Structures Division and they are aware of the situation and have been monitoring the area. They explained that the problem is with the approach slabs to the structure over the surplus canal. On the the northbound side the roadway and approach slab have broken up leaving an open joint. On the southbound side, the approach slabs have settled, leaving a lip between the approach slabs and the roadway panel. They explained that a project is scheduled to begin in March 2018. This project will replace the joints and place a thin bonded polymer overlay over the deck and approach slabs. To improve the current situation we will be grinding the roadway concrete panels and placing temporary asphalt patches where needed. This work will be completed in September.
When asked about what warrants an emergency repair they explained that this type of issue is not classified as an emergency since it is a very common situation considering the soil types in Utah as well as climate conditions. A structure emergency is something that potentially compromises the structure's integrity such as the bridge being hit or concrete falling from the underside of the bridge deck.
