  In June of this past year, I filed a similar complaint regarding a total of 7 sets of newspaper racks in the Grand Lake District - Service Request ID: 738450.

  This is obviously a city-wide problem that will need a city-wide solution and thus far, nobody in the city has been willing or able to take responsibility. Maybe, we should get a group of residents from various districts to organize a protest at a city council meeting.
