You are correct, they are Uber drivers who are parking there due to no space in the Uber business lot and that I write them parking tickets when they park illegally upon the roadway. I have watched the drivers and they are parked there temporarily while they go conduct Uber business and then leave. The park parking lot is not posted with a time limit for parking like "11pm-8am, or a 4 hour limit.
