Actually, it is illegal in the park, largely because too many smokers cannot be trusted to not throw their cigarette butts wherever they please or to not smoke around other people (and children) who don't want to or can't inhale cigarette smoke. The reason the writer is frustrated is probably because a few days ago, someone (maybe him) merely asked for another no smoking sign to be put up. He got a response that I think even you would agree was less than satisfactory. Ironically, part of the reponse was that everyone already knows that smoking is illegal in the park -- a point that you just disproved. Thank you for your assistance.

I think the opioid issues here are more pressing than the cigarette smoking.

Yes. I agree that that is also a concern. But there is always something "more pressing." That does not negate the validity of the original request over the weekend, which was simply for an additional sign. The need to address one problem does not preclude addressing another.
