May want to check it does not look like a city sidewalk

its a side walk. That house does not have a driveway

This photo does not appear to be reflecting the sidewalk on Howard Avenue. Is this a cut through between houses which leads to Howard Avenue?

It's right in front of the house at 22 Howard ave. Tenants continually park here using it as a driveway. There is a car there now and van that usually parks there
