  There is no obvious construction. The signs say just say "drive carefully ". There would be room on the shoulder of the road, but the signs are completely blocking the bike path for some reason.

  There is no construction happening on the path, and the signs are to notify semi truck drivers about a detour for accessing one of the port terminals. Since the bike/walk path would otherwise be usable, it is inappropriate to place the signs here and restrict access.
