Description
an african american woman with long hair and long eyelashes was driving parking enforcement vehicle 3307 outside of the parking garage entrance of 250 Frank Ogawa Plaza and was behaving erratically. she yelled at and taunted other motorist, she stopped her vehicle to pick up a passenger and blocked traffic. no other cars honked or spoke to her. she aggressively gestured and yelled at pedestrians and fellow motorists. She seemed emotionally unstable and unfit to perform city duties.
