I ponder if operationally speaking ANY of the SEE CLICK FIX reports in our area should EVER be considered closed. Once one dead dog of sofa is removed, another simply appears in its place or across the street,. There is 24/7 trashing everywhere here in this game of whack a mole. The City's choice, whether due to inability or [xyz-policy-excuse] to NOT simply patrol the area, is a #FAIL, and clearly so to any citizens who take the time to think about it.
I also wish the City would choose to respond to the SCF posts vs. Robosigning which is all they do as everyone here knows. IMO, the robo-signing foments the view by the citizens that the City of Oakland disrespects them, which cannot be useful. Are there really rules that prevent them from communicating like real people? (anyone listening City of Oakland?? ) WHY? Bad Policy? Bad Mayor? Bad Union Rules? Bad Supervisors? Bad ____???? I am out of ideas - but I do know that we would be most inclined to relocate our company if circumstances presented themselves that afforded us the opportunity.

I do wonder if the dead digs are coming from the residence you mentioned. They have more dogs than are allowed unless they have some type of breeder's permit, which I doubt.

What discourages me is the endless dumping in areas where people think (and can) get away with it. People dump up on Skyline Road when no one is around. They dump in neighborhoods right after a neighborhood cleanup. I want to talk to dumpers and see what goes through their minds. Do they think their neighbors or the city is supposed to endlessly clean up after them?

Sure, it may be someone who isn't eligible for a free bulky waste pickup of who cannot afford to hire a truck or pay dump fees who drags a mattress or sofa onto the sidewalk and leaves it, BUT a great deal of this dumping is coming by the truckload. Some of it is construction debris, old carpet rolls, and stuff left in apartments after move outs and evictions. That means that people who are profiting by doing a remodel or charging rents or fees for private hauling are unscrupulously, immorally dumping on our
streets, expecting the city to pick it up at taxpayers' expense and the beleaguered residents to live amongst their dumped junk. We have all seen the reports of U-Hauls and other trucks being spotted dumping remodeling debris and other junk.

Then there are the folks who dump black trash bags full of waste under underpasses or wherever they think they can get away with it. Is this household waste? Is it from move outs? Is it from businesses? Are they dumping to avoid paying for garbage service because they are broke or because they are scofflaws who know they can get away with it?

I think we need to look at why people dump. If it's because they can't afford to responsibly dispose of their bulky waste, we need to address that. I think we need to deter the scofflaws with surveillance. We need to catch and fine enough of them to make it unprofitable to dump. Why do most people dump? Because they can.

Studies who that the average person will walk no more than 12 paces with something before they litter. If they don't see a can within those 12 paces, they will drop the refuse. Well, how does that account for the person who dumped the trash in this photo right next to a garbage can? What goes through that person's mind? Do they hate the city they live in? Do they want to make it ugly and filthy? I really want to know.
