Why haven't this homeless encampment person(s) been removed from camping on the 580 Freeway? It's horrible to look at this dirty mess on the freeway. I'm sure OPD have seen this. it's getting worst and it looks like the person set a fire or is cooking living behind that grate under the freeway. This is unacceptable and needs to be removed.

The other nasty mess caltrans cleaned up and fenced by the Giraffe murals ended up netting several hundred unhoused a 5500 dollar pay out. Even ones that never stayed there? The ACLU sued Calif DOT for several million of our tax dollars and pocked two thirds of it. This is little more than human trafficking as very few are ever get off the street.
