Vthestate: your opinion does not matter. The other residents on this street work hard to keep their property neat and safe. This is a rental property and the owner needs to do more to address this issue but refuses to do so. It is time for the Town to step in .

Has anyone considered speaking with the tenants and/or landlord, or is that something American neighbors don't do anymore?

Dearest RigteousDude..... part of your comment resonates with me.....your explanation is easy to understand and talking to the owner and tenet may not have given you satisfaction. Good for us click fix is available. Respectfully we can disagree and telling me and the group that my opinion does not matter I find hurtful.
