Without access to the city’s resident permit database, you have no way to tell if the cars you’re complaining about have resident permits.

Hello pedestrian,
You're absolutely correct. The plan to discontinue stickers and/or hang tags for residential permittees was a horrible idea, and our city knows all about it.
Their workaround to this issue is to continue reporting every vehicle we see violating the residential parking ordinance, but how are we supposed to know who has a parking permit? There are no resources for residents to know who can park in their district.
This causes residents to have to memorize which cars they usually see parked on their streets, and even with that workaround, it still doesn't inform the residents if those cars have permits or not.
Nobody can intuitively know who has parking permits, and this causes animosity among neighbors.
