Thank you for your report. This concern is being forwarded to the storm drainage marking program. In addition, yes, citizens can volunteer to stencil storm drainage system nodes with the "No dumping Drains to Bay" message. Please contact the PW Department's Clean Water Program at 510-747-7930 for more information about volunteering for this.

Please note that these surface-flow, stormwater culverts are not connected to the City’s closed-pipe storm drainage network. Rather, they simply allow stormwater surface flows to bypass the local intersection. City will consider this request for storm drain marking in comparison with other priority marking areas and will coordinate with the local business association.

And as already noted, yes, citizens can volunteer to stencil selected storm drain locations of their choosing/interest. You can contact the City's Public Works Department at (510) 747-7930 to inquire further about arranging for this volunteer activity.
