However, today 10/21 he was at the one by Baskin Robbins.

Yes he was there today because it’s his new home and he cannot be forcefully removed that is against the law

This has become a "stalking" issue. It appears that the same people stalk this man for some odd reason. The bus stop up by Costco still looks trashy.....and he isn't even there. So it has to be others waiting for the bus that does the trashing. If whoever does not like seeing him in any place, then quit looking! No....I do not know him at all but I do see him here and there not causing any issues at all.

So you don’t see him causing any issues now but since you call the complaining stalking you must know the history of his actions at the bus stops
After defending him against the stalkers you proclaim you don’t know him... Since a woman was seen giving him rides that sounds suspicious
Hopefully he will accept help- services before the winter weather gets here

How is simply observing him while driving past a public bus stop considered stalking?

I commented on the fact of "stalking" because it seems the same people complain about him. I do not know him at all but some of the facts that get stated are simply not true. The trash by Costco still exists even when someone cleans it up. Then the trash reappears. Perhaps he will accept services when the rain and cold gets here. I have only seen him walking from one place to another. Never in a vehicle tho.
