One to two people have been camping out under the outside staircase to City Hall for the last two weeks. There is an increasing pile of trash collecting. Also they are using the garden around City Hall as their personal toilet.

This is how I start every day. I sit at my desk at 7:00 am to enjoy breakfast before i start my day. I look out my office window at the City Hall Homeless Encampment and watch them take their morning dumps right next to the picnic table that we used to eat lunch at. In the afternoon they sit there drinking alcohol.
Why don't the police do anything about this? Isn't defecated in public illegal? Isn't drinking in public illegal? Isn't littering illegal?
