There is active construction at the corner of 12th and Webster. Many times the heavy equipment used for the work is parked (before and after construction hours) right on top of the handicap accessibility that was created for the sidewalk detour. The other day I had to help a woman in a wheelchair get off the sidewalk to cross the street because the ramp was blocked by an excavator.
