This site is a No Return formerly removed encampment site: it's a Health Hazard and there's not supposed to be returned encampments on 29th St nor 30th St underpasses. I have been picking up homeless-related trash every day on nearby property that poses a Health Hazard, along with finding stolen mail, and plastic drug bags with the corner torn off : they are there, at that location, for ease of scoring drugs.
