If this is in your own neighborhood and it's simply a matter of a clogged storm drain, a dirt rake is good for a quick fix. I've been doing this on my block for decades and it's fast and easy.

Thanks for the idea-I'd be happy to do that but unfortunately the root cause of the flooding is the lack of a storm drain and an issue with the newly installed raised crosswalk. These issues combine to result in the water pooling in the middle of the street.

Ah ha! That's a horse of a different color! I have seen a number of locations where the City has installed sidewalk curb extensions, raised crosswalks, and other "amenities" that did not take into account basic drainage needs. Jill Brown-Rhone Park in Central Square (Lafayette Square, really) was especially problematic with a whole lake right where the crosswalk was located and no drainage. Hopefully they'll correct some of those errors when they finish the project they're working on there now. I found it especially absurd that there was a tree starving for water on the sidewalk not 10 feet away from a perpetual lake in the street with no means to allow the water to seep into the ground. Even drilling holes in the street would have been an improvement. I hope the City addresses the Lake Pearl-Franklin problem appropriately.
