Are you sure this animal sighted yesterday wasn't your dog?
Your dog has been missing for two weeks and living in the rough. If it hasn't had any food, it could easily look like an emaciated coyote with mange.
It was sighted right in your neighborhood. It could be your dog. You might want to contact the person who sighted the alleged coyote and follow the bread crumbs from there.
